For alcohol, the law answered both questions, there are rules for the bottle and a license for the room.

There’s a sober for every drug now, and the word stopped meaning anything.
It got hijacked by people who want the credit without the commitment. I am not sober myself, and I would be embarrassed to claim that I was.
It is just the new reality. Everyone wants a medal now, even if they came in last.
