Từ ngày 1/7, Thông tư 58 của Bộ Tài chính chính thức áp dụng cơ chế đặc thù, mang tính "cởi trói" toàn diện cho bộ máy tài chính của các doanh nghiệp siêu nhỏ không có vốn nhà nước.
3 Điểm thay đổi cốt lõi:
• Hợp pháp hóa "Kế toán gia đình": Doanh nghiệp được phép bố trí người thân (vợ chồng, cha mẹ, con cái, anh chị em ruột) làm kế toán.
• Tối ưu hóa kiêm nhiệm: Cho phép người quản lý, thủ kho, thủ quỹ hoặc người mua bán tài sản kiêm nhiệm luôn vai trò kế toán.
• Không bắt buộc Kế toán trưởng: Chỉ cần bố trí người phụ trách kế toán ký thay trên chứng từ và báo cáo tài chính.

Trích dẫn từ Thông tư 58/TT-BTC: "Đối với doanh nghiệp siêu nhỏ không có vốn nhà nước, người làm kế toán, người phụ trách kế toán được bố trí là người có quan hệ họ hàng là cha đẻ, mẹ đẻ, cha nuôi, mẹ nuôi, vợ, chồng, con đẻ, con nuôi, anh, chị, em ruột của người quản lý, điều hành, thủ kho, thủ quỹ, người được giao nhiệm vụ thường xuyên mua bán tài sản của doanh nghiệp siêu nhỏ đó; hoặc được bố trí người làm quản lý, điều hành, thủ kho, thủ quỹ, người được giao nhiệm vụ thường xuyên mua bán tài sản của doanh nghiệp siêu nhỏ kiêm nhiệm công việc kế toán, phụ trách kế toán."

Effective July 1st, Circular 58 issued by the Ministry of Finance officially introduces a specialized mechanism, offering a comprehensive regulatory relief for the financial apparatus of non-state-owned micro-enterprises.
3 Core Regulatory Shifts:
• Legitimatizing "Family Accounting": Enterprises are now legally permitted to appoint family members (spouses, parents, children, or siblings) to accounting positions.
• Maximizing Concurrent Roles: Managers, warehouse keepers, cashiers, or asset procurement staff are now allowed to concurrently hold accounting roles.
• Exemption from Chief Accountant Requirement: Appointing a Chief Accountant is no longer mandatory; enterprises only need to designate a person-in-charge of accounting to sign source documents and financial statements.

HNF’s Take
This is a highly pragmatic move by the Ministry of Finance. By slashing compliance costs, the regulator allows enterprises to fully leverage their internal and familial resources to survive and scale, rather than forcing them to maintain an impractical, bureaucratic financial structure.
