A Wisconsin sheriff's deputy pulling over a horse and buggy outside Cashton is the kind of scene that makes total sense here and absolutely no sense anywhere else in the country. Lights flash behind a buggy clip-clopping along at a steady six miles an hour, and the horse doesn't even register it, fully unbothered after years of sharing county roads with pickup trucks hauling cheese curds to the nearest Kwik Trip.

The deputy walks up, and there's no license request, no field sobriety test, just a calm conversation about a reflector triangle that's faded or a taillight lantern that needs a fresh wick. The whole exchange has the same polite, procedural energy as any other traffic stop, except one vehicle here runs on oats.

Meanwhile a line of cars backs up behind the scene, minivans and farm trucks patiently waiting their turn, nobody honking, because everybody in this stretch of Wisconsin already knows exactly what's happening and exactly how long it'll take. The deputy finishes up, gives a small wave, and the buggy continues on at the same unhurried pace it was going before, completely indifferent to the whole encounter.

Describe this to somebody from Illinois and they'll assume you made it up entirely. Wisconsin's just out here writing safety citations for horse-drawn buggies like it's the most ordinary Tuesday on record.
