Launched in 2016, the Shakopee Police Recovery Assistance Program (RAP) was the first Police Assisted Addiction and Recovery (PAARI) model program of its kind in Minnesota. This program provides financial assistance in the form of a scholarship to individuals seeking drug or alcohol treatment.

Reflecting on 2025, we awarded 29 individuals for a total amount of $20,942.07. Since the inception of the program, we have awarded a total of $108,821.10. We are proud to be able to offer scholarships (up to $3,000) toward the cost of drug or alcohol treatment at no cost to taxpayers. This program is entirely funded by donations and drug and alcohol forfeiture cases.

A few success stories for 2025:

1. Removing Barriers to Employment in Early Recovery
A young man entering A Way Out Sober Living secured employment early in his recovery but lacked reliable transportation, putting his job at risk. RAP funded a bicycle, eliminating a critical barrier to consistent employment. What may seem like a small request made a large impact in this young man's journey by reducing stress during a vulnerable phase of recovery and supported sustained workforce participation.

2. Supporting Economic Independence and Family Reunification
A man with a history of substance and alcohol use disorder received RAP support to cover real estate licensing start-up fees tied to new employment. This followed an earlier RAP award in 2024 that helped stabilize his housing through sober living rent assistance. Today, he is working as a licensed realtor in the metro area, has been reunified with his children, and is actively engaged in their lives. This case illustrates RAP’s longitudinal impact—supporting individuals through multiple recovery milestones and enabling sustainable economic independence.

3. Strategic Housing Intervention to Protect Families
In collaboration with Child Protection Services, RAP intervened to help a mother of five transition off the streets and into a sober living environment. By covering the entry fee, RAP removed the primary barrier preventing her from accessing stable housing. This intervention not only ensured immediate safety and sobriety support but also positioned her to meet reunification requirements for her children—preventing deeper system involvement and reducing long-term public costs.
