A 4 year old gets locked in a school bus when it is 80 degrees outside. A cyclist notices the boy crying and sweating when he passes by. Since the bus is locked he calls the Allentown Police and they tell him they will be there right away NO in about 15 minutes and what do they do NOTHING. Who is at fault? This is a true story.
