We are pleased to welcome Julienne Foy who is now serving as the Chief of Community Services for the City of Norwalk. She is a strategic and community-centered leader with extensive experience across education, human services, and nonprofit systems, with a strong focus on family well-being, early childhood, and cross-sector collaboration.
Prior to joining the City, Julienne served as Executive Director of The Odyssey Family Executive Center of South Norwalk, where she led programs supporting families from pregnancy through early childhood and strengthened partnerships across schools, health providers, and community organizations. Her earlier experience includes serving as a school principal and in multiple student support leadership roles, where she advanced trauma-informed practices, family engagement, and whole-child approaches to education.
Julienne holds a Master of Social Work from Fordham University, a Master of Education from Quinnipiac University, and a Bachelor of Arts in Political Science from Clark University. She is widely recognized for her equity-driven leadership, her ability to build and align partnerships, and her commitment to improving outcomes for children and families across the community.
