If you live in New York City and your teen just got their learner permit, there's a rule almost no national guide covers. Between 5 AM and 9 PM in the five boroughs, a permit holder can only legally drive a vehicle that carries dual controls. That is a driving-school car with a second brake pedal reachable from the passenger seat. The family car does not qualify, even with a parent next to the driver. Between 9 PM and 5 AM, no driving at all.

Westchester is different but not simpler. Permit holders are barred from four specific parkways: the Cross County, Hutchinson River, Saw Mill River, and Taconic State. The Taconic alone runs 104 miles up the Hudson Valley.

A few other things worth knowing for the New York permit test. 20 questions, 14 to pass, but you also need at least 2 of the 4 sign questions correct as a separate hurdle. The test is offered in 20 languages, the broadest list in the country.

Two things about the Florida permit test that almost nobody flags up front.

The exam is online only for under-18 applicants, and only with a notarized Parent Proctoring Form (HSMV 71144). Marketing pages for some DETS-approved providers say 'available online,' and adults read that and assume it applies to them. It doesn't. If you're 18 or older, FLHSMV requires the in-person exam at a service center.

The 2025 DETS rule is the other gap. Effective August 1, 2025, every first-time applicant under 18 must complete the 6-hour Driver Education and Traffic Safety course before sitting the knowledge exam. It replaced the older 4-hour TLSAE course. If you took TLSAE on or after that date, the certificate isn't valid for a permit anymore.

A few Texas-specific gotchas that catch families off guard:

1. The Verification of Enrollment form is only valid 30 days during the school year (90 days June through August). Maya, a Plano 15-year-old, brought a January-issued VOE to her May appointment. She lost 5 weeks rescheduling.
2. All three permit-test attempts have to happen within 90 days of your application. Houston Gessner and Austin Northeast offices have 60 to 90 day road-test lead times. Plan early.
3. During the provisional phase (ages 16 to 18), the cell-phone ban includes hands-free. Stricter than most states.

Fees: $16 under-18 learner, $33 standard. Six-month learner holding period with a midnight to 5 a.m. curfew.

If your appointment is at 4:25 PM, the DMV may still refuse to start your test. California field offices will not begin a knowledge exam after 4:30, no matter when you booked. Add the three-strikes rule (fail three times under one DL 44 and the whole application closes; you refile and repay the $41 fee), the 35 languages offered, and the 50 supervised driving hours plus 10 night hours that kick in AFTER you pass, before the road test.

Florida pulls from an 800-question bank with a 60-minute time cap. New York fails you on the spot if you miss 3 of the 4 sign questions, even if you ace everything else. California gives 46 questions to under-18 applicants and 36 to adults. Texas has no time limit at all.

The single biggest miss across states is lane changes and passing rules. A California analysis found 27.4 percent of takers lose points there.

Maryland's permit test passing score is 88%. New York's is 70%. Same federal framework, very different math.

We pulled the 2026 question breakdowns across the 14 categories every state pulls from: Licensing & Permits, Driving Laws, Defensive Driving, Right of Way, Signs, Alcohol & Drugs, plus 8 more. A few categories grew heavier this year:

- Distracted driving and phone-use laws expanded in nearly every state
- Move-over laws (passing stopped emergency vehicles) added or stiffened
- Pedestrian and cyclist right-of-way questions increased

Carburetor and engine-mechanics questions are basically gone. Hand signals are still on the test, but fewer than a decade ago. Sign recognition is consistently 20 to 30 percent of every state's pool.

If you're testing in California, expect right-of-way and alcohol-heavy questions. Texas leans hard on right-on-red exceptions and school-bus passing. Oregon gives pedestrians wider protection than any other state's test.
