Here’s another update…

Fox Crossing Residents, here’s an important update regarding storm debris cleanup:
CONSTRUCTION DEBRIS IS NO LONGER BEING COLLECTED. The last day for construction debris collection was Friday, August 21. Any construction materials (siding, shingles, fencing, etc.) and other household items are the property owner’s responsibility to dispose of.
Branches and Brush Collection: Storm-related branches and brush collection is still ongoing for residents on the Thursday garbage route. The final day of storm debris pickup will be September 11.
After September 11, the entire Village will return to the regular chipping schedule and policy.
Yard Waste: Bi-weekly yard waste collection will continue for biodegradable bags and small containers.
Thank you for your continued patience and cooperation as we work through storm cleanup.

**TORNADO DEBRIS COLLECTION UPDATE**

The City of Menasha is beginning to wind down some of its tornado debris collection efforts.

**Building material storm debris will continue to be collected through Friday, August 28.** Materials placed on the terrace after that date will not be collected as part of the tornado cleanup effort.

Storm debris is scattered waste, wreckage, and natural material left behind by high winds, heavy rain, flooding, or other severe weather. Storm-related building debris may include loose materials such as:

* Siding
* Roof shingles
* Construction wood
* Fencing
* Other loose structural materials damaged by the storm

Furniture, remodeling debris, tires, and other regular bulky items are not part of this collection. Tires are drop-off only. Other bulky items should be handled through the City’s normal bulky item program.

If an entire structure needs to be torn down, disposal of those materials is the responsibility of the property owner. A raze permit is also required through the City’s Community Development Department.

**Vegetative debris collection will continue for the time being.** This includes larger brush, branches, and trees. Small amounts of leaves and branches may be placed curbside in biodegradable paper bags.

The City will provide at least one week of notice before vegetative debris collection ends.

WHAT IS A PRELIMINARY DAMAGE ASSESSMENT?

Over the next several days, residents may see teams from , Wisconsin Emergency Management, and local agencies in storm-damaged neighborhoods.

This is part of the Preliminary Damage Assessment, or PDA, process. The purpose is to validate the overall level of damage and help the State determine whether requesting a federal disaster declaration is warranted.

What residents should know:
Teams may visit damaged homes and neighborhoods, but they do not need to visit every property.

Some damage can be reviewed using information already collected by local and county officials.

PDA teams do not enter your home.
Team members will have identification.
PDA teams do not charge money.
You do not have to be home when they visit.
If your home is not visited, that does not affect possible future eligibility for federal assistance.

How damage may be classified:
Destroyed: Total loss or structurally unsafe
Major: Significant damage and generally uninhabitable without major repairs
Minor: Habitable but repairs are needed
Affected: Cosmetic or limited damage
Inaccessible: Teams cannot safely inspect the property
This is only an early step in the FEMA process.
The PDA gets the process moving, but it is not an application for FEMA assistance and does not mean federal assistance has been approved.

After the assessment is completed, the State reviews the information and decides whether the damages meet the thresholds to request a federal disaster declaration. If a request is made, FEMA reviews it and a federal decision follows.

This is not a quick process. It can take several weeks or longer, and there is no guarantee that a federal disaster declaration or individual assistance will ultimately be approved.

Residents should know that FEMA's criteria/requirements for each classification category are different from the American Red Cross, building inspectors, and insurance companies.

A home that is condemned by a building inspector may only be classified as major or minor under FEMA's process.
Residents should continue working with their insurance company, documenting damage with photos and videos, keeping receipts, and making necessary temporary repairs to prevent additional damage.
