Public Meeting Notice (Hosted by Wyoming DEQ)

The Wyoming Department of Environmental Quality will host a public meeting related to water quality considerations for the Seminoe Pumped Storage Project, a project led by the Federal Energy Regulatory Commission.

⚠️ Please note: This is not a Bureau of Land Management public meeting, and it is not being hosted by BLM. The meeting is being conducted by Wyoming DEQ as part of its Section 401 Water Quality Certification process under the Clean Water Act.

🚨 IMPORTANT PROJECT UPDATE – 1/5/26 🚨

The developer has filed for a Clean Water Act Section 401 water quality certification, one of the most critical approvals in the entire process.

Without this state approval, the project cannot move forward. Wyoming must certify that it will not degrade water quality in Seminoe, Kortes, or the Miracle Mile, which is protected as an Outstanding Resource Water. Even small temperature changes matter.

A separate public comment period is now open, focused only on water quality. This is a major decision point for the project.

🚨 Important Update on the Seminoe Pumped Storage Project

The project developer filed new documents today with FERC — and buried in those filings is a major admission.

The company admits that if they follow Wyoming Game & Fish seasonal protections for bighorn sheep, construction would be limited to only about two months per year in some areas. They go on to say this would double construction time, add $1.62 BILLION to the project cost, and ultimately make the project “infeasible.”

Let that sink in.

That means this project cannot be built as proposed unless wildlife protections are weakened or waived — protections that exist to safeguard crucial winter range and lambing habitat when bighorn sheep are most vulnerable.

Instead of redesigning the project to fit the land, the developer is asking regulators to bend the rules to fit the project.

Cost overruns are not a reason to sacrifice Wyoming wildlife or public lands. If a project only works by ignoring long-standing environmental protections, then it’s the wrong project in the wrong place.

This is not speculation. It’s the developer’s own admission, now part of the public record.

The decision now sits with FERC — and public comments matter more than ever!
