Emmanuel Flores was sleeping in a booth at his family’s restaurant before he was old enough to work in it.

Busing tables at 13.

Managing at 20.
In 2020, he went after something else he’d wanted for a long time and joined the Josephine County Sheriff’s Office. For five years, he ran patrol shifts and restaurant schedules at the same time.
Then the family purchased the restaurant formerly known as Herb’s, and he had a decision to make.
Today, that building is Code 4 Taphouse on the south side of Grants Pass — brunch, a tap house, an event space, and food trucks all under one roof.
The name came off a briefing table at the Sheriff’s Office, where “Code 4” means everything’s good.
