The primary original reason for putting ketchup on hot dogs was to mask the flavor of low-quality or "bad" meat. During the Great Depression, meat from the Chicago stockyards was often poor, and vendors used ketchup as a way to cover up its undesirable taste.

This practice then evolved into a sign of quality in Chicago; vendors who refused to serve ketchup on hot dogs displayed "we don't serve ketchup" signs, indicating that their meat was of a high enough quality to not need masking.
