Heat a large paella pan over medium-high heat and add olive oil.
Add chopped onions and garlic to the pan and sauté until they become soft and translucent.
Add diced tomatoes and cook for a few minutes until they start to break down.
Add paprika, saffron threads, and a pinch of salt to the pan and stir to combine.
Add the rice to the pan and stir to coat it in the tomato mixture. Cook for a minute or two until the rice starts to toast.
Add fish or chicken broth to the pan, enough to cover the rice by about half an inch.
Add sliced bell peppers and bring the mixture to a boil. Then reduce the heat to low and let it simmer for about 15 minutes, stirring occasionally.
Add the seafood (such as shrimp, clams, mussels, and squid) to the pan and stir gently to incorporate.
Continue to cook the paella for an additional 10-15 minutes, or until the seafood is cooked through and the rice is tender.
Garnish with chopped parsley and lemon wedges before serving.
Note: It's important to use high-quality ingredients and to not stir the paella too much during cooking, as this can cause the rice to become mushy. Additionally, a true paella is traditionally cooked over an open flame, but a stove-top version can still yield delicious results.
