The National Council on Disability Affairs (NCDA) is highlighting concerns about the harmful 'One Wish Willow' trend on social media, where creators' mock individuals with disabilities. This trend misuses the phrase ‘I wish I was special’ to ridicule serious conditions for entertainment, which is deeply disrespectful and dehumanizing.
The NCDA reported this trend to TikTok to enforce community guidelines. They urge users and moderators to act responsibly and call for the public to report any degrading content about persons with disabilities.
Under Section 32 of RA 7277, or the Magna Carta for Persons with Disability (as amended), it is illegal to mock or ridicule persons with disabilities in any media. The law prohibits acts that intimidate or harm their self-esteem. This includes mocking posts on social media like memes, videos, or comments.
Additionally, RA 10175 otherwise known as Cybercrime Prevention Act of 2012 covers other related offenses, such as aiding or abetting cybercrimes (e.g., sharing or liking mocking posts) and computer-related identity theft, which could apply if mockery involves impersonating a person with disability. Such violations can also be reported to the concerned law enforcement agencies.
The Council urges social media users, content creators, and platform moderators to share uplifting and positive content about persons with disabilities.
