NSTP

National Service Training Program (NSTP) is a program aimed at enhancing civic consciousness and defense preparedness in the youth by developing the ethics of service and patriotism while undergoing training in any of its three program components. Its various components are specially designed to enhance youths active contribution to the general welfare. NSTP was supported by the newly establ

ished Republic Act No. 9163 or the NSTP Act 2001 which was established on July 23, 2001 by the Twelfth Congress First Regular Session. Drilon, President of the Senate, and Rep. Jose De Venecia, Speaker of the House of Representatives. It was approved by President Gloria Macapagal-Arroyo on January 23, 2002. This Act was made to answer the movement to abolish ROTC and others to create reform of the program. The Act affirmed that the prime duty of the government was to serve and protect its citizens. In turn, it shall be the responsibility of all the citizens to defend the security of the State and because of this, the government may require each citizen to render personal, military or civil service. Recognizing the youth's vital role in national building, the State shall promote civic consciousness among the youth and shall develop their physical, moral, spiritual, intellectual and social well being. It shall inculcate in the youth patriotism, nationalism and advance their involvement in public and civic affairs. In pursuit of these goals, the youth, the most valuable resources of the nation, shall be motivated, trained, organized and mobilized in military training, literacy, civic welfare and other similar endeavors in the service of the nation. Three Components of the NSTP

RESERVE OFFICERS' TRAINING CORPS (ROTC) - is a program institutionalized under Sections 38 and 39 of Republic Act No. 7077 designed to provide military training to tertiary level students in order to motivate, train, organize and mobilize them for national defense preparedness. CIVIC WELFARE TRAINING SERVICE - refers to programs or activities contributory to the general welfare and betterment of the community or the enhancement of its facilities especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry. LITERACY TRAINING SERVICE (LTS) - is a program designed to train students become teachers of literacy and numeracy skills to school children, out of school youth and other segments of society in need if other services. Establishment, Coverage and Duration

The NSTP form part of the curricula of all baccalaureate degree courses and of at least two (2) year technical and vocational courses and is a requisite for graduation. Male and female students are covered of any public and private educational. They are required to complete one of the NSTP components and should be undertaken for an academic period of two semesters. In lieu of the two (2) semesters for any of the components of the NSTP, a one (1) summer program may be designed, formulated and adopted by the DND, CHED and TESDA. The ROTC under NSTP shall instill patriotism, moral virtues, respect for rights of the civilians, and adherence to the Constitutions, among others. Citizen Training shall be given emphasis in all program components. Citizen Soldier

The citizen soldiers, alternately referred to as reservists, who compose the reserve force are those reservists of the AFP who are incorporated into the Reserve Force. Graduates of the ROTC basic and advanced courses and who were issued orders as enlisted reservist or reserve officers of the AFP. The graduates will be organized into five components:

1. The Air Force Reserve Component
3. The Navy Reserve Component
4. The AFP-wide Technical Reserve Component
5. The Affiliated Reserves

The mission of the Citizen Armed Force, alternately referred to as the Reserve
Force, is to provide the base for the expansion of the Armed Forces of the Philippines in the event of war, invasion or rebellion, to assist in socioeconomic development, and to assist in the operation and maintenance of essential government or private utilities in the furtherance of overall mission. Indeed, the NSTP has its legal basis for implementation under the Philippine Constitution. It was made from the amendment of the Commonwealth Act No. 1 and the Republic Act 7077. 1912 - In the old Padre Faura Campus (now UP Manila), the University of the Philippines Military Training was born. It was made as a mandatory requirement for all male students in all departments, institutions and colleges. During the early years, the training was only within an infantry and only concentrated with the use of rifles. The organized military training of the university was under the instruction of the Philippine Constabulary (presently known as the Philippine National Police) and Captain Silvino Gallardo was given the position as the first Commandant of Cadets. Then the need for national defense became more acute and the US government authorized the Philippine National Guard (PNG) to be organized, similar to the National guards in US. The PNG then took over military form UP students from the Phil. Constabulary, supported by the Philippine Division of the US Army with Cap. Juan Villasanta as Commandant of Cadets.

1916 - Military training started in UPLB (formerly known as the University of Philippines College of Agriculture). October 10, 1917 - Probably the most memorable moment in the history of the UP cadets, students and faculty members in the Manila campus and in Los Baños, Laguna, volunteered for service in World War I. This is why, to this day, this event is being observed as "Loyalty Day" especially in Los Baños where the most colorful activities are staged. From 01 July - 04 July, 2026, the university held its college and university-wide graduations, celebrating the achievements of its 3,136 graduates.

Comprising 2,792 from the baccalaureate and associate programs, and 344 coming from the graduate programs, these individuals demonstrated perseverance, dedication, and excellence throughout their academic journey. As they embark on a new chapter in their lives, may they continue to uphold the values they have cultivated and serve their communities with honor and excellence. '𝗗𝗔 𝗣𝗔𝗟𝗔𝗞𝗣𝗔𝗞!

The UPLB ROTC Unit proudly recognizes and congratulates the cadet graduates of the Advanced ROTC Academic Phase Training (RSCT/ARAPT MS 31–32) at Camp Macario Sakay, Los Baños, Laguna.

Throughout the training, the cadets underwent a rigorous program designed to strengthen their military knowledge, leadership capabilities, tactical competence, and physical endurance. Every challenge they faced served as an opportunity to develop the character, resilience, and professionalism expected of officers entrusted with leading others.

Their accomplishment marks a significant milestone in their ROTC journey, reflecting their readiness to embrace greater challenges while upholding the ideals of duty, honor, and country. As future leaders of the Corps, they are now better equipped to inspire, guide, and serve with excellence.

The UPLB ROTC Unit extends its sincere appreciation to the 4RCDG RESCOM for its invaluable role in shaping disciplined, capable, and principled cadet leaders through quality military education and training.

The UPLB ROTC Unit proudly congratulates its 1CL cadet officers for successfully completing the Advanced ROTC Academic Phase Training (ARAPT MS 41–42) held at Camp Macario Sakay, Los Baños, Laguna.

Conducted by the 4th Regional Community Defense Group (4RCDG), this rigorous training tested not only their physical endurance and tactical proficiency but also their leadership, discipline, and commitment to service. Through demanding exercises, challenging assessments, and countless hours of training, these cadet officers demonstrated the resilience and determination expected of future leaders.

Their successful completion of ARAPT MS 41–42 is more than a recognition of achievement; it is a testament to their unwavering dedication to the Corps and their readiness to lead with honor, integrity, and excellence.

The UPLB Corps of Cadets proudly announces the appointment of CCPT ALAN NIKKOS H MADID 2CL as the Corps Commander for Corps Year 2026–2027. During the Turnover of Command Ceremony held on 9 May 2026, the outgoing First Class Men formally entrusted the mantle of leadership to the incoming First Class Men, marking the beginning of a new chapter in the Corps’ enduring tradition of service, leadership, and excellence.

In taking his oath, CCPT MADID pledged his blood, sweat, and tears to the betterment of the Corps and its members. As the highest-ranking cadet officer of the unit, he now bears the responsibility of leading the Corps while upholding its timeless ideals: Duty Well Performed, Honor Untarnished, and Country Above Self. His appointment reflects a steadfast commitment to service and stands as an inspiration to every cadet and student.

Congratulations, Corps Commander. May your leadership strengthen the Corps, inspire excellence among its ranks, and guide every cadet toward greater service and achievement in the years ahead.
