FORMER CITY ADMIN COLLIN NABBED FOR USURPATION

On a seemingly routine Friday morning, the air around Cebu City Hall buzzed with tension as former City Administrator Collin Rosell made quite the spectacle of himself. Arriving on November 8, 2024, he seemingly thought he was staging his grand comeback—only to find the day took a turn for the outrageous. Just hours after arriving to assert his position and welcome back the dismissed mayor, Michael Rama, Rosell found himself handcuffed, escorted, and dragged away by the authorities. Talk about an unexpected plot twist!

Let’s backtrack a bit. Rosell, along with Rama and several others, had been dismissed from their posts back in May when they were hit with a six-month preventive suspension handed down by the Office of the Ombudsman. But once that suspension ended on November 6, Rosell felt it was game on. Channeling his inner rock star, he strutted into City Hall, determined to reclaim what he thought was his rightful throne. Before he knew it, he was holding a press conference in the mayor’s office, preparing for an assertive comeback, if not a full takeover.

But it seems Rosell miscalculated quite a bit. The Cebu City Police Office (CCPO) had a different script in mind. Led by Col. Antonietto Cañete, they were not about to let Rosell’s triumphant return turn into a challenge of authority. Just when it looked like he was gearing up to take the reins again, the officers swooped in and arrested him for usurpation of authority. Did he really believe he could just waltz back into power like nothing had happened? The audacity!

As Rosell was led away in handcuffs, the scene reflected a deeper narrative unfolding in Cebu City. Harris, who had repeatedly called Trump a danger to democracy, not only accepted defeat with grace but even rang Trump to congratulate him before delivering what was likely a bittersweet concession speech.

The political stakes had never felt higher, and as the dust settled, it became clear that the American electorate had prioritized the economy and inflation—issues that were left simmering during Joe Biden’s presidency. With rising prices biting into wallets, it seems like voters opted for the devil they knew, believing Trump could work his “economic magic” once more. And boy, did Wall Street respond! Stock prices soared, and the dollar gained strength as investors expressed optimism that Trump’s return could mean aggressive measures to stimulate growth.

At 78, Trump is set to take the oath of office for a second time on January 20, officially becoming the oldest person to assume the presidency. But age was clearly not a deterrent for his fervent supporters, who greeted him in Florida with chants of “USA!” echoing off the walls like a nostalgic anthem of American greatness. “It’s a political victory that our country has never seen before,” he declared, framing his return as a monumental win for all those who believe in the country’s potential to reignite its former glory.

PHILIPPINES DEBT REACHES 15.89 T

As of September, the Philippine national government's outstanding debt hit a staggering P15.89 trillion, all thanks to continuous borrowing, according to a recent Bureau of Treasury report. While they claim this debt is still at a "manageable" level, it raises eyebrows. I mean, sure, 68.81 percent of the debt comes from our own domestic market, which sounds somewhat reassuring. But let’s take a closer look at how this hefty amount translates into reality for everyday Filipinos.

Here’s the thing: the people of this country are still grappling with poverty. We see this every day—families struggling to make ends meet, kids unable to go to school, and basic needs left unfulfilled. So, if the government is raking in trillions, we can’t help but wonder where that money is actually going. Is any of it being funneled towards improving infrastructure, like flood control systems, healthcare, or education? Or is it just lining the pockets of those in power? The lack of clarity around this is both concerning and frustrating.

When we hear about budgets being approved and projects getting funded, we want to believe that these efforts are making a difference. But it’s hard to trust the system when countless reports highlight issues like poor maintenance of public facilities, missing funds, and rampant corruption. If we can barely keep our streets from flooding, or if our public schools remain under-resourced, then we have a right to question how these trillions are being utilized.

Moreover, the government should be transparent about spending. People deserve to know which parts of this debt are dedicated to essential services. Are we investing in better public transport? Are we improving healthcare facilities? Or are we just paying off “debt obligations” that don’t really seem to help anyone on the ground?

So, let’s cut through the jargon: the people need to demand answers. We should be holding our leaders accountable for every peso that gets borrowed. After all, this debt represents our collective future, and it’s about time we knew how it was benefiting— or harming— our families and communities. WHO SHOULD BE THE BETTER VICE MAYOR

The role of the vice mayor in a city is much more significant than many people realize. Essentially, the vice mayor functions as a vital cog in the wheel of local governance, overseeing the sangguniang panlungsod (city council) and playing a crucial role in the legislative process. Not only does this position come with the responsibility to sign off on council expenditures, but the vice mayor also has the authority to appoint key officials, shaping the operational landscape of the local government. And of course, should there be a vacancy in the mayor’s office, the vice mayor steps up to lead the city, making it clear that this role requires an individual who truly understands the nuts and bolts of city governance.

With the city gearing up for the upcoming elections, there are three candidates clamoring for the vice mayor position: DonDon Hontiveros, Tommy Osmeña, and Joey Daluz. Each candidate brings their own strengths and weaknesses to the table, and the choice for voters will be pivotal.

Tommy Osmeña, a familiar face in local politics, has served as mayor and left a significant mark on the city. However, his tenure isn't without controversy; some view him as politically vindictive, raising flags about how he might operate in a collaborative council setting. Besides that, Osmeña's declining health poses another question mark about his ability to keep up with the demands of being vice mayor—especially as he could struggle to handle that leadership role effectively at this stage in his life. Perhaps it's time for a new generation of leaders to step in.

Looking at the other candidates, the choice narrows down more distinctly. However, lingering controversies from his time at the Metropolitan Cebu Water District, particularly his squabbles with former Mayor Mike Rama, might create hurdles with voters.

If they fail, their names won't appear on the ballot, effectively drawing a curtain on their political careers and rendering their campaign efforts futile. It’s a high-stakes game, and the outcome could either lead to a triumphant continuation of their political journeys or a swift end to their ambitions.

Election Lawyer Romulo Macalintal offers some food for thought, commenting on the puzzling stance of the Commission on Elections (Comelec). He scrutinizes a recent rule change, outlined in Resolution No. 11044-A, which allows Comelec to deny Certificates of Candidacy (COCs) for candidates who have been dismissed by the Office of the Ombudsman—especially when there's still an appeal in progress. Macalintal raises eyebrows at this, suggesting there's something inherently contradictory about it, especially when the legal framework typically affords individuals the right to appeal before facing disqualification. OBO COLLECTS 5 MILLION MORE

The Office of the Building Official (OBO) in Cebu City has achieved a remarkable milestone, as it reported an improved revenue collection of approximately P5 million compared to the same period last year. From January to September 2024, OBO collected a total of P115,110,220.21, surpassing the previous year's collection of P109,970,807.74. This notable increase reflects the city's commitment to enhancing its revenue generation efforts and providing efficient services to the community.

The bulk of OBO's revenue stems from various permits, including business, fencing, building, occupancy, electrical, scaffolding, and streamers permits. The diversified sources of revenue underline the significance of construction and business activity in Cebu City's economic landscape. In September alone, OBO's collection reached P8,155,664.34, demonstrating a robust operational performance.

Additionally, OBO processed 157 applications for construction permits through their One-stop Shop in September, highlighting the efficiency and accessibility of their services. This proactive approach not only facilitates smoother transactions for stakeholders but also reflects the city's determination to foster growth and development. As OBO continues to improve its collection and service delivery, it positions Cebu City as an attractive destination for investment and business activities, ultimately contributing to the city's overall economic development.
