In order to overcome the crisis of regional extinction and promote regional balanced development, the Ministry of Justice
We will implement the region-specific visa operation plan in 2025. From 2025, more local governments will be able to implement a region-specific visa system through the expansion of target areas and the reorganization of the visa system.
ᄆ This region-specific visa operation will be carried out in many years (2 years) until 2026.
85 basic local governments plan to assign a total of 5,072 regionally specialized outstanding talents (F-2-R), and the main improvements are as follows.
1 Expanding the target area and improving the quota allocation method
• In addition to the existing population reduction areas (89), we will expand to a total of 107 areas, including areas of interest in population reduction (18), and local governments will be able to establish policies to attract foreigners suitable for the region by reflecting the characteristics of each region.
• In addition, the public offering for the selection of the target area will be abolished, and 5,072 (allocation rate 98.3%) out of 5,156 regionally specialized excellent talents (F-2-R) applied by local governments based on the business plan submitted by each local government and the previous year's performance evaluation.
2 Newly established visa for locally specialized skilled personnel (E-7-4R)
• Foreigners with non-professional employment (B-9, sailor employment (E-10) residence status, which was excluded from the existing region-specific visa, has been improved so that more foreigners can settle in the area by preparing a channel where they can switch to skilled skilled personnel.
