Cook the noodles: Bring a large pot of salted water to a boil. Add the noodles and cook according to the package instructions until they are al dente (cooked but still firm). Drain immediately and rinse well with cold water to stop the cooking process. Toss them with 1 tbsp of oil to prevent sticking and set aside.
Prepare the sauce: In a small bowl, whisk together the soy sauce, vinegar, tomato ketchup, chili sauce(s), sugar (if using), and pepper powder. Set the sauce mixture aside.
Stir-fry aromatics: Heat 2-3 tbsp of oil in a large wok or a deep, heavy-bottomed pan over high heat. Add the chopped ginger, garlic, and green chilies. Sauté for about 30-60 seconds until fragrant.
Stir-fry vegetables: Add the sliced onions and the white parts of the spring onions, and cook for 1 minute on high heat. Then, add the harder vegetables (carrots, bell peppers, and cabbage). Stir-fry on high heat for 2-3 minutes; the vegetables should remain crunchy.
Combine everything: Add the boiled noodles and the prepared sauce mixture to the wok. Use a pair of tongs or two spatulas to toss everything vigorously until the noodles are evenly coated with the sauce and heated through (about 2-3 minutes).
Garnish and serve: Add the chopped green parts of the spring onions and give it one final toss. Serve the chow mein immediately while hot.
