We say -
The guiding principle should be simple: modernise where necessary, innovate where beneficial, but protect the long-term future of Northern Ireland's independent hospitality sector.
Northern Ireland should resist making significant licensing changes simply because there are vocal campaign groups advocating for greater liberalisation.
The loudest voices are not always representative of the wider public interest, nor do they automatically produce the right policy outcomes.
Licensing reform must be evidence-led, balanced and focused on long-term sustainability rather than short-term demands.
Hospitality businesses across Northern Ireland are already operating in an extremely challenging environment, facing rising costs, labour shortages, increasing regulation and changing consumer habits.
Further market liberalisation risks creating an oversupply of licensed premises, reducing profitability and ultimately accelerating the decline of independent pubs and family-owned hospitality businesses.
We should learn from other jurisdictions, particularly parts of England, where a more liberal licensing approach has coincided with the long-term erosion of traditional pubs and community gathering spaces.
Northern Ireland has an opportunity to take a different approach by recognising hospitality as a strategic industry worthy of protection. Public houses are more than places that sell alcohol; they are employers, tourism assets, community hubs and important contributors to local identity.
Reform should therefore be targeted, proportionate and evidence-based. We support sensible innovation, tourism opportunities and carefully controlled evolution of the licensing system, but we strongly oppose a free-for-all expansion that diminishes the value of existing licences and undermines
professional publicans who have invested heavily in their communities.
