Thank you Frequently referred to as the “pioneer capital” of the Peace River region, Pouce Coupe appears to have been named after Chief of the Beaver Nation, “Pooscapee”, as documented in “The Land of Twelve Foot Davis” by J.C. By the early 1920’s, the Village had become the main settlement in northeast British Columbia and northwest Alberta. It was the centre for government offices and also accommodated a post office, bank, police barracks, two churches, and the only liquor distribution outlet between Edmonton and the Yukon Territories. Due to a variety of circumstances, Pouce Coupe lost its role as the predominant regional service centre. Dawson Creek, 10 kilometers to the northwest, was chosen as the terminus for the railroad from Alberta to the Peace River area and became the starting point during World War II for the construction of the Alaska Highway. By 1961, following its connection to Prince George via the Hart Highway, Dawson Creek’s population was approximately 11,000, compared to 669 for Pouce Coupe, and the relative size of the two municipalities has remained stable since that time. The proximity of the Village of Pouce Coupe to the City of Dawson Creek results in a particular situation that must be managed appropriately if Pouce Coupe is to preserve its unique “village” characteristics. Today, approximately 740 people reside in Pouce Coupe in some 290 private dwellings. While there are currently few vacant houses within the Village, several vacant residential lots in Pouce Coupe are capable of meeting anticipated future needs for housing. Manufactured housing is permitted within specific areas of the Village. Commercial development in Pouce Coupe is located along 50th Avenue and along both sides of Highway No. 2 on the north side of the Village. With the exception of the Hart Hotel, these commercial uses serve primarily a local market. The Hart Hotel provides tourist accommodation, a restaurant, a beer parlour, and a social gathering place for a market considerably larger than Pouce Coupe and its surrounding area. Industrial development in Pouce Coupe is currently limited to the Highways Maintenance Yard on 52nd Avenue and Nodes Construction on Highway No.2. Demand for additional commercial and industrial development is expected to increase in proportion to the population growth rate within the Village and the surrounding area. Pouce Coupe is considered throughout the Peace Region as an exceptional retirement community, with approximately 30 percent of its residents over 60 years of age. To accommodate this large proportion of elderly people, the Village contains several hospital and seniors' facilities and housing options, including the Peace River Haven, Tremblay House, and the Senior Citizens' Centre. A main priority of Village Council is the health, safety, convenience, and well-being of its elderly residents.

The Village of Pouce Coupe has renewed the agreement for 2027 with the Dawson Creek Society for Community Living to continue providing meal delivery, light housekeeping, and driveway snow removal for seniors through the Better at Home program.

With funding from United Way British Columbia, administered through South Peace Community Resources Society, this partnership helps local seniors remain independent in their own homes.

Culvert improvements are taking shape to improve drainage ahead of next spring’s snowmelt.

The Village awarded the culvert replacements at 51 Avenue and 52 Street and Elevator Road to Parallel Projects Inc. as a part of the larger paving project along Elevator Road that will be underway soon. The funding source for this work is the Peace River Agreement (Fairshare) and the Community Works Fund (Gas Tax).

To recommend these items as priorities to Village Council, staff drew on Public Works’ firsthand experience (or grey hairs gained) with spring runoff, contractor input, available engineering drawings and past drainage studies. The work was also considered alongside the Village’s water and sewer capital planning.

We know having roads temporarily unavailable is inconvenient, and we appreciate the patience while crews complete these culverts.

Upgraded culverts will help address drainage bottlenecks, with the goal of reducing localized flooding and the risk of water entering nearby properties next spring. You never know what winter will be up to next!

In June, the Village announced that the Province had confirmed new pedestrian-activated flashing beacons at two locations: Highway 2 at 52 Avenue and Highway 2 at 51 Street.

If you’ve noticed crews working along Highway 2, you’re seeing some improvements to these crossings, particularly for children walking to and from school.

The Village has advocated for improvements to these intersections for years. At last fall’s Union of BC Municipalities (UBCM) convention, Village representatives met with the Minister of Transportation and Transit to discuss the community’s concerns and seek direction on moving the work ahead.

For a community with steady highway traffic and students crossing each school day, these are important improvements.

The Province of British Columbia is funding the full cost of the project. Thank you to the Ministry of Transportation and Transit, the project team, and the crews carrying out the work. We also recognize the efforts of present and past Councils who have kept pedestrian safety on the agenda.

Work began yesterday with completion currently expected in early October. Please be alert around both construction sites and thank you for your patience as these much-needed improvements are completed.

After damage from this spring’s winds, the Village is replacing the dugouts at the ball diamonds.

Up North Construction Ltd. is the project contractor. Thank you to them for turning these plans into reality! Another shout-out to Ironwolf Athletics for their work on the project and for their volunteer work in identifying grant opportunities for the space.

The replacements support the goals of Village Council's Five Year Improvement Plan for McNabb Park: improving park assets, encouraging recreation for all and attracting more players and tournaments to Pouce Coupe.

The project is supported by a grant of up to $26,950 from Northern Development Initiative Trust’s Recreation Infrastructure Program. The remaining funding comes from the Village’s Growing Communities Fund allocation.

Thank you to Northern Development and the Province of British Columbia for supporting these improvements. And thank you to the community for the patience while these improvements were being prepared.

On the agenda: an update on the Post Office wheelchair ramp, consideration of adopting the new Zoning Bylaw, and further readings of the proposed off-road vehicle and ticketing bylaws.
