The Bhutan Food and Drug Authority (BFDA) would like to inform the general public that the auction of a puppy intercepted during illegal importation is being conducted in accordance with Sections 188 and 189 of the Livestock Rules and Regulations of Bhutan 2017.

As stipulated under these provisions, animals imported without a valid import permit shall be seized and quarantined. Animals confirmed to be free from diseases following quarantine shall be auctioned, with the proceeds deposited into government revenue.
BFDA remains committed to safeguarding animal health, welfare and national biosecurity while ensuring compliance with the applicable laws and regulations.

We urge the public to comply with all legal requirements when importing pets into Bhutan.

The Bhutan Food and Drug Authority (BFDA) successfully conducted a Training of Trainers on the National Animal Biosecurity Assessment System (NABAS) for Regional Chiefs and Animal Biosecurity Focal Officials from Regional and Dzongkhag offices.
The training was organized to strengthen the capacity of participants in the implementation of the Farm Animal Biosecurity Assessment Guidelines and Standard Operating Procedure (SOP), the use of the National Animal Biosecurity Assessment System (NABAS), and the application of the principles of ISO/IEC 17020:2026 in inspection processes. ISO/IEC 17020:2026 provides requirements for the competence, impartiality, and consistent operation of inspection bodies, supporting reliable and standardized inspection outcomes.

The programme combined technical sessions with practical field assessments, enabling participants to gain hands-on experience in conducting farm biosecurity assessments, documenting findings, identifying non-compliances, preparing inspection reports, and applying risk-based approaches to animal health and disease prevention.

The training also provided a platform for participants to review key NABAS functionalities and assessment workflows to support the effective nationwide implementation of the system and strengthen evidence-based regulatory oversight of livestock farms.

The programme marks an important milestone in the rollout of NABAS and reaffirms BFDA’s commitment to strengthening farm biosecurity, enhancing disease prevention and surveillance, and promoting a resilient livestock sector through digital innovation and internationally aligned inspection practices.

𝓢𝓮𝓷𝓼𝓲𝓽𝓲𝔃𝓪𝓽𝓲𝓸𝓷 𝓜𝓮𝓮𝓽𝓲𝓷𝓰 𝓸𝓷 𝓟𝓮𝓼𝓽 𝓡𝓲𝓼𝓴 𝓪𝓷𝓪𝓵𝔂𝓼𝓲𝓼 (𝓟𝓡𝓐) 𝓯𝓸𝓻 𝓦𝓸𝓸𝓭 𝓢𝓹𝓮𝓬𝓲𝓮𝓼.
The Bhutan Food and Drug Authority (BFDA) Regional Office, Phuentsholing, coordinated a sensitization meeting on 15 September 2026 on the export requirements for wood and timber from Bhutan to India, following the recent approval by the National Plant Protection Organization (NPPO) of India of 17 wood species. The meeting aimed to enhance the understanding of relevant stakeholders on the applicable export requirements and the significance of complying with pest risk analysis and phytosanitary measures to facilitate safe and regulated trade in wood and timber. About 24 participants attended the meeting, representing key stakeholders including the Regional Revenue and Customs Office, Integrated Check Post (ICP)-Royal Bhutan Police, the Department of Forests and Park Services (DoFPS), and timber traders from the Phuentsholing region. The meeting also provided participants with practical information on the phytosanitary inspection and certification process in accordance with relevant international phytosanitary standards (ISPMs). The meeting was coordinated with technical support from the BFDA Headquarters.

𝐓𝐡𝐞 𝐁𝐡𝐮𝐭𝐚𝐧 𝐅𝐨𝐨𝐝 𝐚𝐧𝐝 𝐃𝐫𝐮𝐠 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 – Certification Services (BFDA-CS) organized a workshop and training on developing a certification scheme for Cage-Free Egg Production Systems, in line with ISO/IEC 17067. The event brought together 15 participants from BFDA and was held from 24–28 August 2026 at Hotel Pema Karpo, Wangdue Phodrang, with financial support from the 𝐆𝐄𝐅-𝟖 𝐅𝐨𝐨𝐝 𝐒𝐲𝐬𝐭𝐞𝐦 𝐏𝐫𝐨𝐣𝐞𝐜𝐭 (𝐅𝐒𝐏).

The workshop's goal was to draft a certification scheme, guided by the following objectives:

1. Build participants' understanding of product certification principles and requirements, particularly ISO/IEC 17067 and BFDA-CS's existing Product Certification Schemes.
2. Establish a shared understanding among officials of the proposed framework and core elements of the cage-free egg certification scheme.
3. Support the collaborative drafting of the certification scheme and application-processing procedures.
4. Prepare key forms and supporting documents for certification, including application forms, initial questionnaires, audit reporting formats, and audit checklists.
5. Strengthen technical consistency, institutional ownership, and readiness among officials for the future rollout of cage-free egg certification by BFDA-CS.

𝐓𝐡𝐞 Plant and 𝐀𝐧𝐢𝐦𝐚𝐥 𝐁𝐢𝐨𝐬𝐞𝐜𝐮𝐫𝐢𝐭𝐲 Division, 𝐁𝐡𝐮𝐭𝐚𝐧 𝐅𝐨𝐨𝐝 𝐚𝐧𝐝 𝐃𝐫𝐮𝐠 𝐀𝐮𝐭𝐡𝐨𝐫𝐢𝐭𝐲 (𝐁𝐅𝐃𝐀) successfully conducted a 3-day 𝐔𝐬𝐞𝐫 𝐀𝐜𝐜𝐞𝐩𝐭𝐚𝐧𝐜𝐞 𝐓𝐫𝐚𝐢𝐧𝐢𝐧𝐠 (𝐔𝐀𝐓) for the National Animal Biosecurity Assessment System (NABAS) in Punakha, bringing together officials from across the country to test, validate, and provide feedback on the system prior to its rollout.
The National Animal Biosecurity Assessment System is 𝐥𝐢𝐧𝐤𝐞𝐝 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐏𝐢𝐠 𝐚𝐧𝐝 𝐏𝐨𝐮𝐥𝐭𝐫𝐲 𝐅𝐚𝐫𝐦 𝐑𝐞𝐠𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 𝐒𝐲𝐬𝐭𝐞𝐦 𝐨𝐟 𝐭𝐡𝐞 𝐃𝐞𝐩𝐚𝐫𝐭𝐦𝐞𝐧𝐭 𝐨𝐟 𝐋𝐢𝐯𝐞𝐬𝐭𝐨𝐜𝐤, creating a coordinated platform for monitoring and regulating farm biosecurity across registered farms in Bhutan. Through regular assessments, real-time compliance tracking, and systematic follow-up of non-compliances, the system will support risk-based interventions, strengthen disease prevention efforts, and promote higher biosecurity standards throughout the livestock sector.

For long-term sustainability, the system can be enhanced with automated dashboards, geo-referenced farm data, trend analysis, risk mapping, and integration with farm registration and disease surveillance systems. These improvements will help BFDA identify biosecurity risks, target interventions, and support evidence-based decision-making. Regular updates to assessment tools and continuous training of assessors will be essential to ensure the system remains effective and relevant.
