The case involving the ICE shooting in Minneapolis has become one of the most debated law enforcement incidents in recent months—and it’s far more complex than a simple “justice served” headline.

Federal officials have indicated that the agent may not face charges, citing claims of self-defense. However, that conclusion is being strongly challenged by state authorities, legal experts, and video evidence that appears to contradict parts of the official account.

The woman who was killed, Renée Good, was a U.S. citizen and, according to local officials, was not the target of an arrest at the time of the incident.

The 19-year-old man accused in the death of Ottawa crossing guard Peter Clark has been charged with failing to stop after a fatal accident, according to Ottawa police.

Police said they will not release his name for the time being. CBC News is at the Ottawa Courthouse in anticipation of an appearance there.

The crossing guard, identified as Peter Clark, was struck by a pickup truck around 8:20 a.m. while on duty at Cedarview Road and Kennevale Drive.

The intersection is near Mary Honeywell Elementary School in Ottawa's southern suburb of Barrhaven. It's a four-way stop with speed limits leading up to it of 40 and 60 km/h.

The driver fled the scene, police said. Police confirmed Tuesday morning that Clark, who was in his 50s, had died as a result of the collision.

By Tuesday afternoon, police said they'd made the arrest.

According to the Criminal Code, the charge can be laid when a driver either knew or was recklessly unaware that they were involved in a fatal collision with a person or another vehicle, but doesn't stop to share information or help, without a reasonable excuse.

Flags at all City of Ottawa facilities will be lowered to half-mast until the day of Clark's funeral, according to Ottawa Mayor Mark Sutcliffe.

The province is planning to temporarily remove Harmonized Sales Tax (HST) for buyers of new homes.

Premier Doug Ford announced the plan Wednesday at a news conference in Mississauga, saying the full 13 per cent tax will be removed for new homes valued up to $1 million from April 1, 2026 to March 31, 2027.

For homes valued up to $1.5 million the temporary measure would see them qualify for the maximum $130,000, decreasing proportionally to homes valued at $1.85 million, which would qualify for a $24,000 rebate, said the release.

The rebate will be included in the upcoming provincial budget.

"For too many families, the dream of home ownership is being pulled out of reach by high costs and economic uncertainty," said Ford.

Taxes, development fees and other costs add hundreds of thousands of dollars to the cost of a new home, said Ford.

Ford repeated ahead of the budget his government "will never, ever raise a tax."

"Government doesn't have an income problem, it has a spending problem," he said, adding the province is "laser focused" on keeping costs down across sectors, including housing, transit and gas.

This announcement comes after the provincial and federal government's existing HST rebate for first-time buyers of new homes valued up to $1 million.

If he were a potential homebuyer, he would buy a new home and “do it right away,” said Ford.

"Please get everything together, you have one year ... talk to your bankers and start buying the homes," he said.

Ford said the announcement was like a large retail sign that said 13 per cent off and that "people are hungry" to get into the market.

He said the new measures will hopefully help “kick start the construction sector.”

Who is eligible for the HST break?

Eligible buyers must meet the following conditions, according to the province’s release:

Purchase agreement is signed with a buyer between April 1, 2026 and March 31, 2027.
Homes bought as a primary residence must have construction begin on or before December 31, 2028 and be completed on or before December 31, 2031.
Homes bought as a rental property must have construction completed on or before December 31, 2029.

The second and final person accused in the killing of Rose Kerwin, whose body was found in the Mississippi River near Pakenham, Ont., in November 2023, has pleaded guilty to manslaughter.

The 50-year-old Kerwin was last seen alive in Carleton Place, Ont., about 30 kilometres from where she was found.

In December 2023, Lanark OPP arrested and charged Marcel Lapensee, who is now 58, from Carleton Place and the now 25-year-old Samantha Osborne from Iroquois, Ont., with first-degree murder.

Lapensee pleaded guilty to that charge last week. Osborne pleaded guilty to manslaughter in the Perth, Ont., courtroom on Wednesday.

The pair had been scheduled to stand trial before a judge and jury for eight weeks, starting this Monday.
