The Cordillera Basic Sectors Transport Cooperative will provide jeepney units to ferry vaccinees (senior citizens, PWDs and persons with comorbidities) from the three vaccination sites to Aurora Hill-Trancoville route FOR FREE today, July 23, 2021.

This is part of the cooperative's corporate social responsibility to provide assistance to the city government in its public service programs.

Councilor Fred Bagbagen has filed an ordinance seeking to require couriers or delivery riders in the city to allow online purchasers to open and examine items they ordered through electronic shopping before the items are released to them.

The proposed ordinance is aligned with the Republic Act. No. 7394 or the Consumer Act of the Philippines enacted to protect the interests of the consumer, promote general welfare, and establish standards of conduct for business and industry.

The councilor claimed, aside from affordability, convenience is the biggest perk of online shopping since individuals can shop from the comfort of their homes sans the traffic, pollution, or pressure from salespersons.

However, he said this convenience comes with a few disadvantages such as defects in the delivered items, among other things.

Once approved, the ordinance shall penalize couriers operating in the city who are proven to have denied e-shoppers from opening, examining the items for defects. and identifying the parcels/packages ordered online. Erring couriers shall be fined P5,000.00 or shall have their business permits revoked, at the discretion of the court.

The ordinance was approved on first reading during last Mondayโ€™s regular session of the Baguio City Council and was referred to the Sanggunianโ€™s Committee on Market, Trade and Commerce, and Agriculture for review and recommendation. -Jordan G. Habbiling

๐ŸšฉNEW TRAVEL PROTOCOLS IN THE CITY OF BAGUIO EFFECTIVE JULY 5, 2021

Mayor Benjamin B. Magalong has issued Executive Order No. 79-2021 revising travel protocols in the City of Baguio โ€œto properly address recent development in the COVID-19 situation at the national scale such as the need to implement preventive measures against the new Delta and Delta Plus variants, and to adopt policies relative to ramped-up vaccination operations in the country.โ€

โ˜DEFINITION OF TERMS:

A. Authorized Persons Outside of Residence (APOR) โ€” APORs shall comprise those: (1) officials, workers, personnel, and agents from both the government and private sectors who are allowed inter-zonal (travel between provinces, highly urbanized cities and independent component cities under different quarantine classifications) and intra-zonal (travel between provinces, highly urbanized cities and independent component cities under the same quarantine classification) trave1 for purposes of work, industry, or official function; (2) persons travelling for indispensable transactions that require their physical presence (3) and students who are currently enrolled in educational, instructional, and training, institutions that have been permitted to hold limited face-to-face classes.

B. Baguio Resident โ€” Persons who are residents of Baguio City, and returning from inter-zonal or intra-zonal travel, regardless of purpose. For purposes of this Order, these travelers must be actual residents of Baguio City for at least six (6) months.

C. Baguio Worker โ€” Persons who are not residents of Baguio but are physically reporting for the conduct of work, employment, or industry in Baguio City at daily or weekly periods.

D. Fully vaccinated individual โ€” An individual shall be considered as fully vaccinated from COVID-19 after a period at least two (2) weeks from having received the second dose of a 2-dose series, or after a period at least two (2) weeks from having received a single dose type of vaccine, and the vaccine administered must have been the recipient of an Emergency Use Authorization or Compassionate Special Permit from the Philippine Food and Drug Authority, or included in the Emergency Use Listing of the World Health Organization;

E. Non-Authorized Persons Outside of Residence (Non-APORS) โ€” Persons on inter-zonal and intra-zonal travel for (1) leisure, (2) permitted private social functions, (3) or transactions where physical presence is dispensable or optional.

F. Overseas Filipino Worker (OFW) โ€” Filipino citizens who are workers abroad, and members of the Overseas Workers Welfare Administration (OWWA).

G. Pass Through Travelers โ€” Travelers whose sole purpose of entering the City is to pass through toward their intended place of destination outside of Baguio.

H. Returning Overseas Filipinos (ROF) โ€” Filipino citizens who are returning from international places of origin who are not necessarily OFWs or members of the (OWWA). For purposes of this Order, foreigners with Permanent Resident Visas or Special Resident Retirees Visas shall be treated the same as ROFs.

โ˜TYPES OF TRAVELERS AND REQUIRED DOCUMENTS:

A. BAGUIO RESIDENTS

1. Baguio residents fully vaccinated in Baguio shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Vaccination QR Passport Of Vaccination Certificate downloaded from https://bakuna.baguio.gov.ph/; and
c. Valid Government Issued ID, or Certificate issued by their Barangay, as proof of residence.

2. Baguio residents who have been fully vaccinated in a legitimate facility outside of Baguio City:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/
b. COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment, or Certificate of Quarantine Completion showing the holder's vaccination status as issued by the Bureau of Quarantine; and
c. Valid Government Issued ID, or Certificate issued by their Barangay, as proof of residence.

3. Baguio residents who are not fully vaccinated shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Valid Government Issued ID, Of Certificate issued by their Barangay, as proof of residence; and
c. Negative results of Antigen Of RT-PCR test conducted within the last thirty (30) days prior to travel, however, government sector workers who are returning from work related travels are exempt from testing requirements.

B. BAGUIO WORKERS:

1. Baguio workers who have been fully vaccinated in Baguio shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Vaccination QR Passport or Vaccination Certificate downloaded through https://bakuna.baguio.gov.ph/; and
c. Any of the following documents as proof of employment or industry in Baguio City: (1) Employee ID, (2) Certificate of Employment, (3) Professional ID, or (4) any other similar document.

2. Baguio workers who have been fully vaccinated in a legitimate facility outside of Baguio City:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/
b. COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment, or Certificate of Quarantine Completion showing the holder's vaccination status as ISSUED BY THE Bureau of Quarantine; and

3. Baguio workers who have not been fully vaccinated shall present the following:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/ ;
b. Any of the following documents as proof of employment or industry in Baguio City: (1) Employee ID, (2) Certificate of Employment, (3) Professional ID, or (4) any other similar document; and

c. Any documents as proof of: (I) employment, business or work related function in a permitted industry operating in Baguio City, (2) indispensable transaction, or (3) enrollment in an educational, instructional, or training institution with permitted face-to-face classes in the City;
d. Original or Certified True Copy of a Travel Order issued by Head of Office or his/her authorized designate, if applicable.

2. If not fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Any documents as proof of: (l) employment, business or work related function in a permitted Industry operating in Baguio City, (2) indispensable transaction, or (A) enrollment in an educational, instructional, or training, institution with permitted face-to-face classes in the City;
c. Original or Certified True Copy of a Travel Order issued by the I lead of Office or his/her authorized designate, if applicable; and
d. Negative results of Antigen or RT-PCR test conducted within seventy-two (72) hours poor to entry into Baguio. In the absence of negative test results, the traveler shall submit himself/herself for testing at the Baguio City Central Triage Unit.

E. NON-RESIDENT NON-APORS:

1. If fully vaccinated in a legitimate facility outside of Baguio City:
a. Approved QR coded Tourist Pass (QTP), issued after registration at https://visita.baguIo.gov.ph/;
b. Valid Government-issued ID; and
c. COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment, or Certificate of Quarantine Completion showing the holder's vaccination status as Issued by the Bureau of Quarantine;

2. If not fully vaccinated:
a. Approved QR coded Tourist Pass (QTP), issued after registration at https://visita.baguio.gov.ph/;
b. Valid Government-issued ID; and
c. Negative results of Antigen or RT-PCR test conducted within seventy-two (72) hours prior to entry into Baguio. In the absence of negative test results, the traveler shall submit himself/herself for testing at the Baguio City Central Triage Unit.

F. RETURNING OFWS AND RETURNING OVERSEAS FILIPINOS:

1. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
2. Valid Philippine Passport, Travel Document issued by Philippine Missions, or ACR I-Card issued by the Bureau of Immigration, whichever is applicable;
3. Valid Government Issued ID, Of Certificate issued by their Barangay, as proof of residence;
4. Certificate of Quarantine Completion issued by the Bureau of Quarantine, if applicable;
5. Negative results of most recent RT-PCR test conducted upon arrival in the Philippines, if applicable;
6. For OFWs, the following documents, whichever is applicable, may also be presented: i. OWWA documents; ii. POEA documents; iii. Seaman's Book.

G. TRAVELERS FOR NON-EMERGENCY MEDICAL PURPOSES:

1. If fully vaccinated in Baguio City:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Vaccination QR Passport or Vaccination Certificate downloaded through https://bakuna.baguio.gov.ph/; and
c. Proof of confirmed medical appointment.

2. If fully vaccinated in a legitimate facility outside of Baguio City;
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. COVID-19 domestic Vaccination Card issued by a legitimate vaccinating establishment, or Certificate of Quarantine Completion showing the holder's vaccination status as issued by the Bureau of Quarantine; and
c. Proof of confirmed medical appointment.

3. If not fully vaccinated:
a. QR Code issued through a duly registered Health Declaration Form at https://hdf.baguio.gov.ph/;
b. Valid Government Issued ID as proof of residence; and
c. Proof of confirmed medical appointment.

H. TRAVELERS WITH MEDICAL EMERGENCIES: Patients and their indispensable companions, seeking emergency medical aid in Baguio City shall be afforded unhampered passage.

I. PASS THROUGH TRAVELERS: APORs may present any documentary proof of travel purpose such as Valid Government ID or Barangay Certificate as proof of residence, employment ID, Professional ID, Of Travel Order issued by their employer; while Non-APORs shall present a Travel Pass QTP issued through registration at https://visita.baguio.gov.ph/.

โ˜IMPORTANT:

I. The following travelers shall not be required to undergo health assessment, or vaccination verification, as the case may be, at Baguio City Triage Units:
A. Persons who are fully vaccinated in Baguio City;
B. Travelers with medical emergencies;
C. Travelers with confirmed non-emergency medical appointments, unless the same is a requirement of their destination health facility or accommodation establishment, as the case may be;
D. Clinic and hospital-based health workers who are residents of Baguio and returning home from duty, or reporting for duty from their respective residences in other localities.
E. Pass Through Travelers who are asymptomatic when passing through city checkpoints.

II. Residents of the municipalities of La Trinidad, Itogon, Sablan, Tublay, and Tuba shall be exempt from the entry protocols as stated in the immediate preceding provisions, subject to agreements or Resolutions that may be issued by the BLISTT Council.

III. Cargo and logistics services for essential and non-essential goods, and utilities for water, electricity, IT, telecommunications, fuel products, and waste management shall be afforded unhampered passage, but may be subject to random inspections by the members of the Philippine National Police.

IV. Government agencies and instrumentalities providing emergency services or humanitarian aid during times of typhoon or calamity shall be afforded unhampered passage.

V. In all stages of travel, whether in transit, or while undergoing triage procedures, all persons are reminded to observe minimum public health standards at all times, and to immediately seek medical attention if they have come in contact with a known confirmed case, or if they begin to feel any flu-like symptoms.
